I think bar as in a standard b/c the second clause is refering to a level of proficiency or something.
whoever wrote that is using a certain standard to assess how hard they need to work. so if there wasnt that standard that they were measuring themselves up against then they wouldnt work as hard--if at all.
also, I dont think Shaant wrote that. if he did then he's contradicting himself. in one of the songs in Rotasian :D he says...

If the other is too expensive to be repaid, then, that meant that :D it just wasn't meant to be :*(. Awful, but they seemed like the ended up together 8/ ? :D hahaha
